What Is an Add-On Controller For?
It adds performance pad control to a setup that already has decks and a mixer. Rather than reaching into software for cues, loops and pad modes, they get 32 physical pads.

No, it supplements it. There are no jog wheels or mixer section. It is pads and pad-mode controls, intended to sit beside an existing rig.
